2015 World Championship Regatta Awarded to USA.

The IOM ICA Executive and the Events Sub-Committee are pleased to announce that the NCA for the USA has been granted the right to host the 2015 World Championship Regatta. The event will be held May 8 – 16, 2015 in Foster City, California, on Central Lake adjacent to the Community Center.

The IOM ICA acknowledges that two very strong proposals were received for this event from the USA and from ESP. We are confident that either proposal would have resulted in a strong entry, first class venues and well run events. In view of the last few World  Championships being held in and about Europe, the ICA decided that having the event return to North America was a deciding factor in making this selection.
Congratulations to the AMYA, the USA NCA and all their members who have been involved in submitting the successful bid for this event. We look forward to continuing a strong working relationship in the coming year as the dates draw closer.
We thank the NCA for ESP for the tremendous effort they expended to prepare their proposal and hope that they continue to be interested in hosting a future event.

Request for Interpretation of Class Rules concerning location of wind indicators and telltales.

Request for interpretation of IOM Class Rules from USA NCA regarding clarification on the location of wind indicators and telltales:

Question 1:
Under F.3 Mast a wind indicator and/or its fitting is optional under Fittings. No location restriction is given. Can a wind indicator be located anywhere on the mast, shrouds, backstay, or backstay crane?

Question 2:
Under G.3.1 Construction tell tales are optional. No location restriction is given. Can a tell tale be located anywhere on the mainsail, including trailing aft of the leech?

7.1 – Change CCR 8.6.1(ii) to accommodate the increased number of NCAs potentially sending members to World and Continental Championships – Proposal from Events SC :
Change CCR 8.6.1(ii) from :
Current Wording
(ii) For World Championships, two places to each Member NCA, or for Continental Championships, two places to each Continental Member NCA and one place to each other Member NCA which has declared interest as in 8.2.
Proposed Wording: (changes in red)
(ii) For World Championships, two places to each Member NCA (one if the number of certificated owners at the previous AGM is 50 or below), or for Continental Championships, two places to each Continental Member NCA (one if the number of certificated owners at the previous AGM is 50 or below) and one place to each other Member NCA which has declared interest as in 8.2.
Discussion :
With an increased number of NCA within IOMICA (which we welcome ! ) the allocation of places gives less importance to previous championship results and participation. For example, with currently 27 NCAs, at a world championship 54 places are distributed at stage 1 + 4 to host country + 5 for guests + 1 for previous World champion, so 64 places from 76 available.
So only top 12 competitors NCAs of previous event will get additional places at first stage.
Proposed change will allow more countries to get places based on previous results and ensure that participating countries are rewarded for that.

 

2013 Annual General Meeting

Notice of Meeting

This letter constitutes the formal Notice of Meeting for the Annual General Meeting of the IOM ICA.

Due to other activities taking up a substantial part of the Executives time recently the AGM for 2013 is slightly delayed. For the AGM to follow the guidelines of the Constitution and Regulations the following dates will be used to define the mileposts that are required.

October 6, 2013

4.6. Resolutions for an ordinary or annual meeting of the World Council shall be specified to the IOM ICA Secretary in writing at least 10 weeks before the meeting at which they are to be proposed.

October 20, 2013

4.7. At least 8 weeks’ notice in writing shall be given of any ordinary or annual World Council meeting by the IOM ICA Secretary to the members of the World Council, together with a copy of the agenda for the meeting and of any resolutions which are to be proposed at the meeting.

November 17, 2013

4.9. Four (4) weeks before any meeting of the World Council, Member NCAs and NCSs shall declare in writing to the IOM ICA Secretary, by boat number and owner’s name, the Registered Owners, Registered Boats, Certificated Owners, and Certificated Boats that the Member NCA or NCS represents.

December 14, 2013

Not in the Regulations but voting results from each NCA need to be in my hands before the meeting is called to order in order to be able to represent that a quorum is represented by NCAs that are actually submitting votes.

December 15, 2013

The AGM is conducted.

This is an election year. Usually nominations for any and all positions need to be in hand by the “resolution deadline” date, October 6, 2013. Because of the delay in sending this notice we will extend the deadline for nominations to October 13, 2013.

For this election cycle, most of the existing Executive have indicated that they are willing to let their names stand for another 2 year term. However, the position of Chairman is one where the incumbent is not standing for another term.
